The Alliance has signed a Memorandum of Understanding with County Government relating to a Comprehensive Emergency Operations Plan - specifically animal rescue under ESF-15, and we head the committee for emergency animal rescue for the American Red Cross - Voad section.

PURPOSE
  1. Operates a large computer database showing ownership of tattooed and micro chipped animals in Florida, and all known tattoo prefixes of other agencies in the United States and Canada.
  2. Operates a computerized lost and found service for all breeds of dogs and cats in Palm Beach, Broward, and Dade counties - whether tattooed or not.  We also trace most license tags and chips.
  3. Legally appointed animal cruelty investigators.  We do not refer cruelties to another agency.  Cases are taken to conclusion.  We also evaluate, for the court, abused animals seized by police.
  4. We rescue and rehabilitate abandoned, abused, or lost pets, and train "problem" dogs to save them from death.  We do not use kennels - all dogs and cats are housed in foster homes.

DISASTER FUNCTIONS
  • After a disaster hits, animal rescue volunteers will flood into the area to help save the animals.  They will set up emergency clinics with volunteer Veterinarians, and holding areas for strays.  These areas fill up very quickly, so other groups arrive to transport the animals out of the area to foster homes/kennels.  Our experience (Hurricane Andrew) proves that the main problem is keeping track of all this activity, so that the owner has a good chance of finding their pet.  An equal problem is telephone communication.  Thanks to the switching capabilities of MCI, our 800 number will always work and can take up to 99 calls simultaneously.
  • We serve as a computerized control and contact center for all of the rescue groups and volunteers that are active in the disaster area.  We relay the EOC commands to all rescue people and liaison with the disaster command center.  We operate a rumor control "hot line" on matters relating to animal welfare.
  • Keep a computerized record of all animals picked up by Animal Control and Rescue Groups in an effort to reunite these pets with their owners.
  • Up to ten volunteer operators monitor our 1-800-US-STRAY line to record and match up lost and found calls.  We took 7,000 incoming lost/found reports in the first two weeks after Hurricane Andrew.
  • Arrange for food, medical, and other animal rescue supplies to the emergency staging and medical units.
  • PRAY A LOT.
